Russian Federation takes an active part in the Bologna process and the formation of the European Higher Education Area (EHEA). The processes of academic mobility and mutual recognition of diplomas are closely interrelated with quality evaluation and quality assurance. The formation of an independent quality evaluation system in Russian education community is especially important for the development of the Bologna process in Russia. Russian education community has recognized the challenges of present economic environment and set ambitious targets for the sector, including achieving world-class quality in higher education. International competitiveness is based on an institution's autonomy to capitalize on areas of competitive advantage and retain the flexibility to adapt programs to market demands. The competitiveness relies on the public's confidence in the capacity of these institutions to provide quality education outcomes. The means of achieving its competitiveness is continuous quality improvement. The Agency for Higher Education Quality Assurance and Career Development (AKKORK) acts as an innovator in establishment and development of the public/professional quality assessment and quality assurance institution in the Russian educational space.
AKKORK provides assistance to higher educational institutions by conducting program and institutional audits.It helps higher educational institutions in the quality enhancement of their programs. This is achieved through an intense accreditation process involving the higher education institutions. The quality process includes the consultation to quality management, the appraisal of the program concerning its structure and contents as well as the fulfillment of the requierements of Federal Educational Standards.
