«Expert RA» prepared the third annual rating of the Russian Higher Education Institutions22.07.14

Rating agency «Expert RA» at support of and initiated by the foundation «Vol’noedelo»of Oleg Deripaska composed the third annual rating of the Higher Education Institutions of Russia. While preparing the rating there were used statistical indicators, and there were realized widespread surveys among 7.5 thousands of respondents: employers, representatives of academic and scientific circles, students and graduates.
«Competitiveness among leading higher education institutions of Russia has been increasing rapidly, - Alexey Khodyrev, managing director of the «Higher education institutions’ rating» direction of «Expert RA», pointed out. – Average grade of the Unified State Exam (USE) per an exam by top-100 rating participants 2014 made up 74.5 to 70.4 a year earlier. The average funding per a student according to top-100 of the higher education institutions of Russia has increased by 9.8 per cent. And number of publications, being indexed in the scientometrical base Scopus, per an academic teacher has increased by 26.4 per cent. In such high competitive environment increase of some higher education institution’s indicators doesn’t guarantee rating’s growth».

The top three higher education institutions don’t have any changes. Therating’s winner the third year in a row became the Lomonosov MSU, providing best conditions for qualified education acquisition. The second place is taken by the Moscow institute of Physics and Technology, the third place went to the Bauman Moscow State Technical University.

Nevertheless there are new leaders in the rating. This year for the first time the Moscow State Institute of International Relations and the Ural Federal University got into the top-10. Particularly the position improvement of the MSIIR was influenced by his graduates: for example, with the endowment rate of 1.2 billion of rubles the MSIIR is unattainable for other higher education institutions. Besides the MSIIR is noted for an exceptional popularity among the enrollees, which is translated into USE superior average of the enrolled on a competitive basis students and into cost of paid education – the MSIIR together with the Higher School of Economics traditionally makes the top three of the most expensive Universities.

State support resources, allocated to a series of universities for their competitiveness growth, have become a visible help for the rating promotion, was pointed out in the «Expert RA». 11 of 12 first addressees of such grants have maintained or improved their rating positions. On conditions of an effective management the grants’ recipient Universities have right to claim high positions in the rating and to count on positive dynamics in the rating also next year. 

«Expert RA» Analysts have made sure again, that the gap between the employers’ needs and the enrollees’ preferences remains. Employers need «techies», so that in the employers’ demand top-20 of the higher education institutionsthere are twelve technical Universities and only two Universities of Economics. Enrollees, in their turn, prefer economical and administrative programs, what stimulates the paid education’s cost in appropriate higher education institutions.

«An independent vocational rating is becoming a serious tool for the higher education institutions’ competitiveness growth. No doubt, the «Expert RA» ratings meet the criteria of independence and professionalism. Besides, in contrast to international rating the «Expert RA» one takes into account Russian education’s strengths, which are rate highly in the world. The «Expert RA» has become the only one Russia’s representative in the executive committee of the international organization IREG for a reason», - has pointed out Viktor Pron’kin, senior deputy of the «Vol’noedelo» fund’s Director GeneralOleg Deripaska.
